EDUCATION IN EMERGENCY
RESEARCH CENTER

The Center was established within the Kyiv School of Economics Institute in response to the learning losses caused by Russia’s full-scale invasion of Ukraine. We research education in times of crisis, provide comprehensive support to educational institutions, develop inclusive digital learning solutions, and contribute to national and local policies that strengthen the resilience of the education system. In 2024-2026 the Center operates within the framework of the MYRP programme funded by Education Cannot Wait (ECW) Global Fund.

EVIDENCE-BASED PUBLIC POLICY
  • Policy design: development of evidence-based policies and recommendations for education and science reforms at the national and local level

  • Policy evaluation: ex-ante modeling and ex-post evaluation, assessment of government and parliament initiatives (e.g. offline learning policies, reform implementation)

  • Reform support: analytical input for ministries and public institutions to inform decision-making

  • Translating research findings into policy recommendations for ministries, parliament, local authorities, donors, stakeholders

  • Stakeholder dialogue and citizen engagement: bridging academia, government, civil society, international partners

RESEARCH IN EDUCATION
  • Research design: development of study methodologies, survey instruments, and evaluation frameworks

  • Research methods: desk research, quantitative and qualitative analysis, surveys, interviews, focus group discussions (FGDs), and mixed-methods approaches

  • Impact evaluation: assessment of education policies, programs, and interventions

  • Evidence synthesis: interpretation of findings and translation into actionable insights and recommendations

  • Applied research: design and implementation of studies on education systems under wartime conditions

EDUCATIONAL DATA ANALYTICS
  • Education data infrastructure: development of open repositories and systems for data storage and access

  • Data collection and integration: aggregation of data from schools, institutions, and public sources for public analytical products

  • Impact evaluation: assessment of education policies, programs, and interventions

  • Data analysis and visualization: development of dashboards, analytical reports, indicators, and interactive tools to support evidence-based decision-making

  • Monitoring and forecasting: tracking education trends, reform progress, learning losses, and system performance through data-driven approaches
