War projects

The KSE Institute regularly prepares unique analytics, which are used to impose sanctions, track the departure of foreign companies from Russia and the extent of damage to infrastructure caused by the war, develop post-war recovery scenarios, and strengthen the government’s capacity in the field of economic and investment policy.
Sanctions
We serve as a part of the Ukrainian Secretariat of the International Working Group on Russian Sanctions and one of the major contributors of the overall Group` publishing. Since its launch in April 2022, the Group has published 20 working papers (inc. three Action Plans) and 5 public statements, with significant input and analysis provided by our team.
Damage to the infrastructure caused by Russian aggression
At the beginning of war KSE Institute launched a project “Russia Will Pay” estimating damaged infrastructure, losses and recovery needs, to provide an independent source of information for the general public, media, donors and state stakeholders on damages as well as potential reconstruction and rebuilding needs and priorities.
Economic and investment policies
We engage with the business and international financing community in the area of investment policy and financing. Through strategic collaboration and data-driven insights, the Institute has become a go-to resource for Ukrainian businesses, banks, IFIs, DFIs, the expert community, and the EU Directorate-General for Neighbourhood & Enlargement Negotiations.
Our support for the state has continued since the first days of the war
Our projects include support to the Ukrainian Plan development and implementation and the investment direction (including the investments under the Ukraine Facility), support to the SME strategy development, Social and Education Policy and Healthcare, Agriculture Policy, Recovery and work with local communities, and European Integration.
Data from our research and analytical products are used by foreign media, politicians, entrepreneurs, representatives of governmental and non-governmental organizations, and public figures who influence public opinion and decisions at the highest level in the world.

Economic Hub: Sound PFM Policies and Vision for Growth with UK Aid & Abt Associates

Project objective – to develop data analysis documents for the Ministry of Economy of Ukraine and sectoral ministries to support the preparation of economic development strategies for 5 key sectors: agriculture, IT, energy, industry, transport.

Role of the KSE Institute: advising and supporting sectoral ministries, developing detailed sectoral strategies based on framework conditions and defined priorities, sectoral presentations of recovery strategies and key projects, sectoral working groups with business for dialogue with the government.

Explaining Ukraine’s Resilience to Russia’s Invasion: The Role of Local Governance

One of the first studies of Ukrainian municipal resilience during wartime, combining research interviews, expert focus groups, surveys in hundreds of municipalities, and regression analysis.

KSE Institute’s team developed & tested a multidimensional resilience model covering preparedness, reliability, and adaptation to assess local authorities’ ability to respond to wartime shocks.

This work provided timely, evidence-based information for national policy and donor interventions. Also, it demonstrated our capacity to conduct comprehensive studies to build resilience in wartime.

Local governments’ legal, institutional, and financial landscape in Ukraine with Bank Gospodarstwa Krajowego (BGK)

Comprehensive analysis of the current state and operating environment of local self-government authorities in Ukraine, with a particular focus on the financial structure of municipalities.

The KSE Institute conducted an in-depth analysis of local budgets, including revenue structure, medium-term planning, financial sustainability, and municipal recovery and development needs, and outlined recovery tools and strategies.

The report on the results of the study provides insights into many aspects of local self-government in Ukraine.
